Hamas accepts monitored Gaza roadmap as Israel weighs response

A detailed roadmap has been published for moving Gaza from war towards disarmament, Israeli withdrawal and Palestinian civilian administration.

Hamas told the Associated Press it had accepted the plan. It would transfer civilian government and security functions to the National Committee for the Administration of Gaza, while weapons and military infrastructure would be removed or placed under its control. Israel would halt military operations and withdraw in stages.

Progress would depend on each side completing agreed steps. An International Verification Committee, bringing together guarantors and international bodies, would certify compliance before the next phase began. The committee is also intended to monitor violations, while an international stabilisation force would support security and local police.

The structure matters because it tries to solve a familiar barrier: neither side trusting the other to move first.

But this is not yet a settled peace. Israel had not publicly accepted the roadmap when the story was published, and difficult questions remain over sequencing, enforcement and security. The announcement is meaningful progress, but implementation will be the real test.
